HOPE Economic Mobility Forum: Seizing the Moment: Maximizing Federal Investments in Under-Resourced Communities 2024
About the Forum
The Forum examined how under-resourced communities can fully benefit from historic levels of federal investment made available through the American Rescue Plan, the Bipartisan Infrastructure Law, the CHIPS and Science Act, and the Inflation Reduction Act. Discussions centered on building local capacity to access, deploy, and manage these resources in ways that support long-term community prosperity.
Program contributors included leaders from HOPE and the Hope Policy Institute, the U.S. Department of Agriculture, the U.S. Department of the Treasury, the White House Council on Environmental Quality, and local government and community organizations. Participants explored strategies to align federal programs with local priorities, strengthen community infrastructure, and leverage public investment to unlock additional private and philanthropic capital.
What the Forum Explored
As the opening Forum in HOPE’s 2024 Economic Mobility Forum series, Seizing the Moment emphasized the importance of early coordination among federal agencies, local governments, and community partners to translate unprecedented public investment into equitable, measurable outcomes. Conversations focused on implementation, accountability, and sustained impact in communities historically excluded from large-scale investment.
